We received a request to obtain Crossref membership in order to register a scientific journal issued by a person and not affiliated with any institution. The journal has an ISSN number Can the title of the journal be considered as a publisher?

If a journal is genuinely published by an individual with no parent publishing organization then the individual may apply for Crossref membership (either independent membership or sponsored membership) under the name of the journal. As an example, the Journal of Bionic Memory is published by an individual so their membership is set up in the name of the “Journal of Bionic Memory”. All the same responsibilities and sanctions apply to these members, and they have access to all the same benefits of membership.
